Technique would be to use flash cards,dominos etc
Strategies would be to know numbers to 100,count back in tens etc

a technique is how you implement a strategy.

ie. strategies are set out in national curriculum, policies etc. so for eg: what technique is used for managing behaviour, or what techniques are used to implement the NNS.
