I think it was from here.
I need to put where it was from in my references and bibliography list, I have googled the quote but its not turning up anything.
Any ideas?

Was it in a Dfes publication I vaguely remember it.It could be Every Child Matters or just before that I have read it in the past couple of years in something gov.published I think.
