I did do a level 3 course this year, CIH National Housing Certificate - Tenant Participation and Neighbourhood Renewal. The 7 people who finished the course worked very hard. Three of us either worked for local authorities or are on a TMO board. The other four were interested in getting involved but had no direct experience to call upon. They struggled all the way through, especially on the presentation, they realy did deserve their certificates.
Even so I did not always agree with the tutor and we would have different discussions. One was based on wether TMOs should employ their own staff, or if they should be seconded from the local council. Later on after a visit we revisited the discussion as I pointed out the visit had shown well my concerns about seconded staff.
Actually I think I was one of the few students she has had who would disagree with her and argue their own points. But all the students, including the professionals benefitted from those discussions, and so did I in having my assumptions challenged. The thought that someone could get the certificate without doing the work is sickening. At worst it means that you have ineffective people getting positions well above their true abilities, and have lost an opportunity to learn.
